DUI Education & Treatment Policy & Procedures The procedures for Conducting DUI Education and DUI Treatment at BRIDGES COUNSELING, LLC are: DUI Education DUI Education is provided in a closed, classroom setting. A current written schedule of DUI Education classes is maintained at the agency. Scheduled DUI education classes are held on a Saturday and Sunday one or more times per month, or as needed. The number of individuals enrolled in DUI Education will not exceed 30. A behavioral health professional or a licensed substance abuse counselor provides DUI Education. A written report, for each DUI client shall be prepared and provided to the DUI screening agency and, if applicable, the referring court according to the timeline established by the DUI screening agency and BRIDGES COUNSELING, LLC; that includes: Whether the client enrolled in education/treatment and the date of enrollment. Whether the DUI client complied with the requirements of DUI education/treatment. Whether the DUI client completed education/treatment and, if so the date of completion. A written pre-test is administered to a DUI client before receiving DUI Education to measure the DUI client’s knowledge of the subject areas listed below: DUI Education consists of 16 hours of education conducted using a group instructional format covering the following subjects. The physiological effects of alcohol and drug use. How alcohol and drug use affects an individual’s ability to operate a vehicle, including how an individual’s alcohol concentration is measured and how alcohol concentration impacts an individual’s ability to operate a vehicle. Alternatives to operating a motor vehicle while impaired by alcohol or drug use. The psychological and sociological effects of alcohol and drug use. The stages of substance abuse. Self-assessment of alcohol or drug use. Criminal penalties and statutory requirements for sentencing DUI clients. Alternatives to alcohol or drug use. Identification of different approaches to the treatment of substance abuse. Resources, programs, and interventions available in the community for treatment of substance abuse. Orientation to the process and benefits of group counseling and self-help groups such as Alcoholics Anonymous and Narcotics Anonymous. A written post-test is administered at the end of the education to ascertain clients’ increase in knowledge DUI Education is to be completed within eight weeks of the date of the first class, typically in two weekend day sessions (Saturday and Sunday weekend) DUI Treatment DUI Treatment is based upon the information and results obtained from the DUI screening, or screening agency. DUI Treatment is to be completed within 16 weeks (one 1.5 to 2 hour sessions per week) after the date admitted to the program, unless BRIDGES or the referring agency/referral court extends the time for completion of DUI education/treatment. DUI Treatment includes at least 20 hours of group counseling that: Is provided by a behavioral health professional or a licensed substance abuse counselor Is provided in at least ten to thirteen sessions that last between 90 and 120 minutes each Includes no more than 15 clients or, if family members participated in group counseling, no more than 20 individuals Is documented in a client record Participation in a self-help group or peer support program such as AA, NA, or SMART is encouraged but is not DUI Education or DUI Treatment and does not count toward required hours in DUI Education or DUI Treatment. Clients will be provided with general intake/orientation within 5 days of contacting the agency for DUI education/treatment. The intake will consist of: DUI assessment/general client information Pre-test Substance Abuse history and evaluation, and psychosocial history. Treatment Conditions Treatment Plan Client Rights Authorization for Release of Information, to and from BRIDGES Limits of Confidentiality Schedule and fees of DUI education and treatment groups Client participation tracking form 12-Step meeting attendance verification form. BRIDGES COUNSELING, LLC will consider the following criteria to consider whether an extension of time for a client’s completion of the DUI Treatment Program is justified. In order for a client to be considered for an extension, any of the criteria circumstances listed below must occur during the 16 weeks, following the client’s intake date. Client is serving jail time Illness of client or family member Death of an immediate family member Other, as deemed appropriate and acceptable by referring court or agency BRIDGES COUNSELING, LLC shall ensure that DUI treatment (36 total hours) is completed within 16 weeks, and that the client receives an exit interview from a staff member that includes a review of the information contained in the report. Consequences for Non-Compliance DUI clients that do not comply with the procedures and timelines of the DUI program shall be terminated from the program and referred back to the court, screening agency, or referring agency within 5 days of the client’s non-compliance. The referring agency, screening agency, or court shall conduct a legal review of the client’s situation and place possible sanctions accordingly. Once a client is terminated from the program and requests a return to complete, there is a $50.00 file re-open fee. If more than 4 months have passed since termination OR if client is unable to complete remaining hours of DUI treatment and/or education within the original timeline from initial intake date, the client will start over. Report to the Court or Referring Agency After 5 working days of the event, BRIDGES will provide notification of the non-compliance events to the DUI screening agency and, if applicable, the referring court. Indicated below is the DUI client information that BRIDGES progressively reports to the DUI screening agency or the referring court. Initially, BRIDGES reports the client’s name, date of birth, case number, name of the screening agency or referring court, date of intake appointment, number of sessions or hours the client is scheduled to attend, the date of last contact with the client, and any other pertinent information necessary to impart to the screening agency or referring court. The date that the client enrolled in a DUI education/treatment class and the date of enrollment A DUI client’s failure to enroll in DUI education/treatment by the deadline established by the DUI screening agency or referring court If the client complied with the requirements of the DUI program A DUI client’s failure to comply with the requirements of DUI education/treatment The completion date of a client’s DUI education/treatment Failure to attend education/treatment sessions Failure to pay required fees Additional recommendations for additional DUI education or for DUI treatment, if any Fee Policy Service fees are listed on separate page. Fees are paid by cash, money order, or cashier’s check only, and are required prior to the start of group at time of service. Hand written receipts are given to a client upon receiving payment for service. No personal checks are accepted If a client is terminated for continued non-compliance, a reinstatement fee of $50.00 will be charged to reopen the file. Credit/Debit card payments require additional convenience fees The Timeline for Initiating and Completing DUI Education/Treatment Clients have eight weeks from the date of the initial intake to complete the DUI Education classes; sixteen weeks from initial intake to complete DUI Education and DUI treatment combined; extensions of time are possible given court requirements/approval and Clinical Director’s agreement. BRIDGES COUNSELING, LLC classes are held on consecutive or alternate weekend days (Sunday). BRIDGES COUNSELING, LLC will ensure that DUI treatment is completed within 16 weeks, and the client shall receive an exit interview from a staff member than includes a review of the information contained in the report required in subsection (E). If BRIDGES COUNSELING, LLC determines that a client’s treatment needs cannot be met because the client Requires services that BRIDGES COUNSELING, LLC is not authorized or unable to provide Has a physical or other disability that BRIDGES COUNSELING, LLC is unable to reasonably accommodate. Requires treatment to be provided in a language in which instruction is not provided by BRIDGES COUNSELING, LLC Provides written documentation of the reason that BRIDGES COUNSELING, LLC is unable to meet the client’s treatment needs and/or a recommendation for additional or alternative DUI treatment that would meet the client’s DUI treatment needs. Completion Certificate BRIDGES COUNSELING, LLC name and address Date of Completion Client name and date of birth Court case number, if available; if not available, the certificate will note that the case number is not available. BRIDGES COUNSELING, LLC provides clients with a Certificate of Completion that indicates satisfactory completion of DUI Education and DUI Treatment and includes: Client Record BRIDGES COUNSELING, LLC shall ensure that a record is maintained for each DUI client and contains: Documents received from the DUI screening/referral agency or court regarding the DUI client, if any. Documentation that DUI client received policies and procedures regarding DUI education/treatment. Client assessment and treatment plan Pre-test and Post-test completed by DUI client Dates of the DUI client’s attendance Documentation of each group counseling session in which the DUI client participated, including: Date(s) of the group counseling session Topics discussed Client progress in meeting treatment needs A copy of the report provided to the DUI screening/referral agency or court A copy of the documentation indicating client satisfactorily completed the DUI education/treatment program. Documentation of the client’s exit interview A copy of the written documentation provided to the DUI screening/referral agency or court. Documentation of any written information or verbal contact regarding the DUI client with the screening/referring agency or court, department of Motor Vehicles, or another agency authorized to provide DUI Education and/or DUI Treatment.
